scope:
Purpose.
This part exempts NVOCCs from certain provisions of the Shipping Act. The purpose of this part is to facilitate the filing of NVOCC Service Arrangements (''NSAs'') and the publication of certain essential terms of those NSAs as they are exempt from the otherwise applicable provisions of the Shipping Act of 1984 (''the Act''). This part enables the Commission to review NSAs to ensure that they and the parties to them comport with the conditions of the exemption as set forth below
