This Recommendation draws on the success of [ITU-T D.98] and proposes a possible approach to reducing excessive roaming rates, to the benefit of consumer end users, industry, and the economy. In the review of international mobile roaming (IMR) rates, Member States should consider IMR services including voice, short message service (SMS) and data services.
