Scope and Applicability.
This instruction applies to NAVSEA Spiral 1.1 organizations, i.e., Headquarters (HQ), affiliated Program Executive Offices (PEOs) except PEO Carriers, Naval Ordnance, Safety and Security Activity (NOSSA), and AEGIS Ballistic Missile Defense (AEGIS BMD).
Purpose.
To establish NAVSEA policy, direction, governance and responsibilities for implementing NSPS Performance Management and Pay Administration with NAVSEA Spiral 1.1 Organizations in accordance with references (a) and (b).
