APPLICABILITY AND SCOPE

This Instruction:

Applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter collectively referred to as the "DoD Components").

Encompasses all foreign language and regional proficiency capabilities of all DoD personnel.

PURPOSE

This Instruction:

Establishes policies and assigns responsibilities in accordance with References (a), (b), and (c) for the management of DoD foreign language and regional proficiency capabilities.

Establishes the DoD language proficiency goal for language professionals.

Identifies foreign language and regional proficiency as a mission critical skill.

Publishes regional proficiency skill level guidelines (Enclosure 3).
