This instruction applies to all individuals, including contractors, within SPAWAR activities using, operating, or maintaining U.S. Government information infrastructure, networks, or systems to process, store, or transmit classified, controlled unclassified (i.e., Sensitive, but Unclassified) or public information. It does not supersede policy from higher authority. If there is conflict between this policy and policy from higher authority, the higher authority policy will prevail. If information in this Instruction conflicts with other SPAWAR-issued policy, the more stringent policy applies.

Purpose.

This instruction implements the Navy Information Assurance (IA) Program throughout the Space and Naval Warfare Systems Command (SPAWAR) claimancy in accordance with references (a) through (d). Additionally, it assigns roles and responsibilities for IA functions in accordance with references (a) through (k).
