PURPOSE

The purpose of the ATP-99 is to describe a common understanding and approach to the planning and the execution of a wide range of urban operations (UO) along the lines of the four types of land tactical activities, described in Allied joint publication (AJP)-3.2 'Allied Joint Doctrine for Land Operations' and ATP-3.2.1 'Allied Land Tactics'.

This publication provides planning and execution considerations for successful UO at the tactical level. The publication's emphasis is that UO will be conducted across the spectrum of conflict including offensive, defensive, stability and enabling activities. The Understand, Shape, Engage, Consolidate and Transition (USECT) framework will be used as the basis for concepts and doctrine in UO within all NATO publications.

This publication does not intend to direct Tactics, Techniques and Procedures (TTP), which is a national responsibility. The TTP presented are offered for national consideration. Nations are free to adapt the basic considerations presented to their specific training programs and TTP as they judge appropriate.
