This standard shall be used when performing measurements of the meteorological parameters wind and turbulence, where the collected data are to be used later for dispersion calculations forming part of immission forecasts based on the TA Luft, annex "Dispersion modelling" or the Odour Impact Control Guideline (Geruchsimmissions-R
This standard also serves to facilitate, as part of licensing procedures, examination by official authorities and agencies of utilisation of the data. This standard serves here as a practical aid. In any particular case, the provisions of TA Luft and GIRL apply, and similarly the corresponding standards for meteorological data measurements of the parameter "wind" (see [1], VDI 3786 Part 2, VDI 3783 Part 8, Part 13 and Part 20). In this context, "wind" includes wind direction, wind velocity, and (as a measure of stability) the stratification parameters.
Application of this standard is to be understood as an important part of the quality assurance procedures necessary for facility licensing and monitoring. It does not replace expertise, which is required for the measurement, testing or utilisation of meteorological data. Mere reference to this standard in an expert opinion does not suffice as evidence that the utilised data lead to plausible results in an immission forecast.
