scope:

Purpose: In accordance with the authority in DoD Directive (DoDD) 5134.01 and consistent with DoDD 5105.22, this issuance:

• Establishes policy, assigns responsibilities, and provides guidance in accordance with Section 352(d) of Public Law 111-84 and Section 352 of Public Law 113-66:

o Management of the DoD clothing and textiles (Class II) commodity in peacetime and across the spectrum of military operations.

o Development and fielding of Service-specific combat and camouflage utility uniforms and families of uniforms.

• Establishes the Joint Clothing and Textiles Governance Board (JCTGB).

APPLICABILITY. This issuance applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (referred to collectively in this issuance as the "DoD Components").
