This scope applies to LUCM. The scope of the LUCM incident management arrangements is to enable the civils organisations to:
- identify/assess any potential risks to service and/or safety
- respond/recover any assets into normal service and
- learn and share knowledge of any incident that impacts on its business.
It does this by setting out clear guidelines and processes that:
- define the roles and responsibilities of civils staff involved in incident management
- identifies a clear 'chain of command' so there is no doubt as to who controls and takes responsibility for the organisations response to any incident
- explains the LUCM's interactions with other LU and external departments during incidents that impact on the operational railway.
So any impact on the business and its operations is managed ALARP and that the situation is resumed to a 'normal' operational state with tolerable disruption and cost.
Purpose
The purpose of this document is to provide guidance by which London Underground (LU) Civils Maintenance (LUCM) emergency response supports the LU Rule Book 2 'Managing incidents' requirements for civils asset incidents and how specific 'incidents' (see definition and examples below) are identified, managed and communicated to ensure there is minimum delay & disruption to LU's business.
These 'Incidents' are often defined using many different terms such as 'emergency', 'crisis' as well as 'incident'. Therefore the incident is defined as an event that has a potential to cause safety and/or service loss risk to the operational railway.
For the purposes of the civils, an incident is defined as an event which results in damage to a structure.
Assets that fall under the civils discipline area include:
- Deep Tube Tunnels (DTT)
- Earth Structures (ES)
- Bridges and Structures (B&S)
- Pumps and Drainage (P&D)
Note: Pumps are managed and maintained by premises M&E and station drainage and track drainage for BCV/SSL by track.
The guidance in this document applies to incidents involving any such asset regardless of ownership or maintenance responsibility
