This standard describes the requirements for design, acquisition and engineering change management processes for rail vehicles owned by Network Rail. This standard applies to rail vehicles and associated rail vehicle safety critical engineering systems, products, facilities and services under the engineering management and control of Network Rail that Network Rail:
a) owns (including finance lease arrangements)
b) has an engineering responsibility for; and
c) hires-in from third parties and for which Network Rail has agreed an engineering responsibility.
This standard also applies to all Network Rail staff, including agents acting on behalf of Network Rail, involved in the:
a) maintenance of rail vehicles;
b) operation of rail vehicles; or
c) use of rail vehicles.
It also applies to the post-delivery elements of new rail vehicle projects, including warranty defects, strategic spares and retrospective work arising from deficiencies in original build activities.
Purpose
The implementation of this standard helps to mitigate the following risks:
a) ordering or hiring in of vehicles or supply of safety critical products and services as defined in L1/RMVP/0001 that are not fit for purpose;
b) engineering change on rail vehicles not properly managed; and
c) inability to get NoBo/DeBo/AB/PAB approval of new vehicles or vehicle upgrades.
This standard supports NR/L1/RMVP/0001 which details the high level requirements for Network Rail Plant and Traction and Rolling Stock (T&RS).
