This European Standard specifies the technical parameters oftrack circuits associated with the disturbing current emissionslimits for RST in the context of interoperability defined in theform of Frequency Management. The limits for compatibility betweenrolling stock and track circuits currently proposed in thisstandard allow provision for known interference phenomena linked totraction power supply and associated protection (over voltage,short-circuit current and basic transient effects like in-rushcurrent and power cut-off). These effects are assessed usingmodelling tools that have been verified by the past Europeanresearch project RAILCOM. This European Standard is intended to beused to assess compliance of track circuits equipment and otherforms of train detection systems using the rails as part of theirdetection principles, in the context of the European Directive onthe interoperability of the trans-European railway system and theassociated technical specification for interoperability relating tothe control-command and signalling track-side subsystems. TheEuropean Standard describes technical parameters to consider forachieving the compatibility of the track circuit with the emissionslimits defined in the frequency management for rolling stock. Theseparameters are structured and allocated according to their basicreferences as follows: Technical track circuit parameters; Trainbased parameters; Track based parameters; Environmental and otherparameters including EMC. Each parameter is defined by a shortgeneral description, the definition of the requirement, therelation to other standards and a procedure to show the fulfilmentof the requirement as far as necessary. An overview of the safetyrelevance of each parameter is given - in the context of thisEuropean Standard - in a separate table. NOTE The allocated bandsfor track circuits and emission limits for rolling stock defined inthe Frequency Management are currently used as input information todefine mandatory requirements to be stated in index 77 of CCS TSI.The evaluation is conducted by the European Railway Agency. Theimmunity limits of the track circuits installed onnon-interoperable lines, or on interoperable lines built before thepublication date of this document, are not defined in this EuropeanStandard and remain the responsibility of individual infrastructuremanagers, NSAs and/or suppliers of train detection systems. In thiscase, the limits for compatibility are usually given in theinfrastructure registers and/or the notified national rules. ThisEuropean Standard is applicable to track circuits installed on alltraction power supply lines, including non-electrified lines.However, for track circuits intended to be installed only onnon-electrified lines, some parameters may be not applicable.
