scope:

This instruction applies to NAVAIR Headquarters (NAVAIRHQ), NAVAIR competencies, NAVAIR Depots (NAVAIRDEPOTS), Naval Air Warfare Centers (NAWC-Aircraft Division (AD) and NAWC- Weapons Division (WD)), and Aviation Program Executive Offices (PEOs) supported by NAVAIRHQ. Specifically, this instruction applies to weapons systems acquisition and non-weapons systems acquisition/non-BRAC actions. The policies and procedures herein are intended to supplement requirements found within reference (c) until appropriate chapters are redrafted. In the case of a discrepancy between this instruction and reference (c), the policies identified in this instruction take precedence.

Purpose.

This instruction establishes Naval Air Systems Command (NAVAIR) process and procedures for preparing, endorsing and approving environmental planning documentation for both weapon systems and non-weapon systems/non-Base Realignment and Closure (BRAC) actions in compliance with references (a) and (b). NAVAIR environmental planning policy and processes are included as enclosures (1) and (2) .
