Purpose of This Notice.

This notice provides for the use of temporary guidance to be established as Federal Aviation Administration (FAA) Order 8900.1 Volume 3, Chapter 9, Section 1 to issue a Certificate of Waiver (CoW) (FAA Form 7711-1, Certificate of Waiver or Authorization) for Aerobatic Competency Evaluation/Practice (ACE/P) operations. In order to increase the level of safety for air show performers who are subject to the FAA policy requirements in Order 8900.1 Volume 3, Chapter 6, Section 1, Issue a Certificate of Waiver or Authorization for an Aviation Event, and Volume 6, Chapter 11, Section 10, Surveillance of an Aviation Event, which require performers to obtain and maintain aerobatic competency, the ACE/P CoW will provide greater access to protected airspace by which they can safely fulfill these FAA requirements.
