This manual and its associated modules specify the principles to be adopted for, and the roles and responsibilities associated with, requirements development and management.

This manual is part of the P3M Framework and relates to NR/L1/INI/P3M/100. It applies to all projects and programmes that require Investment Authority, as defined within IR01, Investment Regulations, and:

a) enhance or renew the operational railway; and / or

b) are carried out in a high street environment, e.g. car park developments.

This manual defines the responsibilities and accountabilities of those roles involved in requirements related activities.

It does not apply to responsibilities not related to requirements.

This manual applies to the following roles:

a) Client - System Operator;

b) Client - Route (Route Managing Director);

c) Deliverer;

d) Designated Project Engineer (DPE);

e) Project or Programme Manager;

f) Requirements Manager;

g) Sponsor;

h) Stakeholders; and

i) Supplier.

Purpose

This manual and its associated modules provide details on how the requirements principles set out in NR/L2/INI/P3M/104 are to be implemented.

Implementation of these requirements principles will enable the business to manage and reduce the risks associated with:

a) delivering solutions based on incomplete, unverifiable, erroneous or missing requirements;

b) the inability to demonstrate/assure project requirements sets for completeness;

c) the inability to control scope, time and cost; d) the inability to comply with current legislations and standards; and

e) the lack of internal and external stakeholders' confidence in our ability to deliver infrastructure change projects to meet client requirements.

This manual describes the responsibilities and accountabilities aligned to requirements tasks and activities at client, route and deliverer levels for projects and programmes.

This manual reduces the risk of incorrect or non-implementation of requirements principles, caused by unclear allocation of responsibilities and accountabilities for requirements tasks and activities.
