The standard is based on the idea of a shell model. The first shell, which is the main subject of this standard, offers a disaggregated system of few indicators which can be used to try and conduct a quick and easy comparative evaluation of the object under consideration in relation to an alternative object (Section 3.3). In the second shell, which is referenced in the standard, supporting technical rules are listed. In the third shell, further known methods are pointed out.
Further information in this respect is provided in Annex A and Annex B.
In Section 4, the user is given instructions of how to use the individual indicators of the first shell for an evaluation. Furthermore, the user will also find notes on how the significance of this procedure is to be assessed and when additional technical rules or overall systems should be used.
The objective of the proposed procedure is to control and adapt the development process so that the environmental, economic and social goals set for the developed systems and products can be achieved in a balanced manner. Generally speaking, these goals include
• the reduction of the direct and indirect environmental impacts caused by the system or product,
• the reduction of socially undesirable impacts,
• the promotion of positive social effects, and
• the improvement of value creation.
For ease of use, the known indicator systems have been analysed, assessed, and compiled, in greatly simplified form, in an indicator list. The reliability of these simplifications is to be weighed with a view to the significance and the limits of the results obtained. A clear definition of the limits of consideration, the models used and their simplifications can lead to this intended, simple operating procedure which also documents a justification of the path chosen, see Section 4.5.
