Scope and Applicability. This instruction applies to all Federal civilian employees and to applicants tentatively selected for positions assigned to BUPERS and its subordinate activities.
Purpose. To implement Bureau of Naval Personnel (BUPERS) responsibilities and procedures for a Drug-Free Workplace Program (DFWP) consistent with 5 U.S.C. 7301 and references (a) through (d).
