Scope and Applicability. This instruction applies to all BUPERS commands and subordinate activities.
Purpose. The purpose of this instruction is to set forth the Merit Promotion Program requirements for the Bureau of Naval Personnel (BUPERS). Major revisions to this instruction include the delegation of authority to Deputy Chief of Naval Personnel (DEP CHNAVPERS) to manage the BUPERS Merit Promotion Program and to update responsibilities for managers and supervisors.
