Purpose.

To define baseline naval forces, strike groups, and other major deployable elements as they pertain to expeditionary strike forces, carrier strike groups, expeditionary strike groups, and surface strike groups. The terms and policy described in this instruction do not imply command relationships other than describing the Fleet organizational baseline required to accomplish the range of military operations in support of Combatant Commanders and Navy Component Commanders missions and demand signals. While this instruction provides the units that describe a baseline expeditionary strike force, carrier strike group, expeditionary strike group, and surface strike group, global force providers and Navy Component Commanders can tailor (based on the availability of units) these adaptable force packages to meet specific combatant commander missions. This instruction is a complete revision and should be reviewed in its entirety.
