The present document describes the requirements and architecture for the management of Neighbour Cell Relations (NCRs) across the Itf-N.
The NCR management is a key feature of Self Organization Network (SON) [4]. The NCR concept and background information are described in clause 4.
The requirements for management of NCR are defined in clause 5.
