scope:
a. This instruction applies to all Naval Shipyards and their field detachments and all other activities participating in the NAVSEA 04XI Capital Investment Program (CIP) and, where identified, the Ship Maintenance Investment Program (SMIP).
b. This instruction provides guidance for direct appropriation of Other Procurement, Navy (OP, N) funded CIP and SMIP procurements, related personal property life cycle management, and industrial tool management in the Naval Shipyard community and their associated field detachments.
c. This instruction is to be used for:
(1) The planning, programming, budgeting, and acquisition of capitalized personal property procured through the CIP and SMIP.
(2) The management of equipment safety and manufacturer's recall for all serialized personal property, except software, at the Naval Shipyards and their field detachments.
(3) The management of industrial tools at the Naval Shipyards and their field detachments.
(4) The reporting and inventory and life cycle management of all related personal property at the Naval Shipyards and their field detachments.
Purpose. To reissue Naval Sea Systems Command (NAVSEA) pol icy and procedures for the management of capitali zed personal propert y (formally identi fied in the Navy Comptrollers Manual (NAVCOMPTMAN) as Class 3 & 4 plant property) and minor personal property and to promulgate policy and procedures governing industrial tool control .
