Contractors on Deployed Operations (CONDO) Processes and Requirements

scope:
CONDO applies to all Contractors including all Subcontractors
and their personnel who are deployed into a JOA or theatre of
operation to provide commercial services to deployed operations and
exercises under a range of discrete contracts, as well as the
commercial services provided under the MOD Contractor Logistic
(CONLOG) enabling contract. CONDO deployments may be pre-planned to
meet both routine and surge requirements or may be ad-hoc responses
to urgent operational requirements (UORs). UK or third country
nationals may deploy in to the JOA from the UK or from an
alternative location, additionally there may be other
contractors/subcontr
There may on occasion be no need to geographically relocate personnel in order to deploy resources for a CONDO contract. Therefore, whenever referenced in this Defence Standard, the term 'deploy' is used for all CONDO Personnel within the JOA and includes the term 'operate' which may be used by the MOD to refer to those CONDO Personnel who are already located within the JOA. Whichever is the case, the relevant Approvals Processes apply and must be completed in accordance with this Standard.
Single Service Operations
For single service operations, a modification of the full process will be delegated to the FLCs. Annex I will contain these modifications and process, but is not included in this issue. The next edition (issue 3) will contain the annex and should be issued by the end of July 2007. A single service operation is defined as one where the subject unit remains under the OPCOM of the FLC rather than the PJHQ.
MOD Responsibilities for Policy and Procedures
The following MOD staffs have responsibilities for CONDO policy, processes and procedures:
ACDS(Log Ops), Director of Defence Logistics Policy (D Def Log Pol) has responsibility for CONDO policy and its future development. The lead desk for CONDO policy development is D Def Log Pol SO1 CONDO Force Policy.
PJHQ, Assistant Chief of Staff J1/J4 Personnel and Logistics has responsibility for developing CONDO specific procedures in conjunction with ACDS Log Ops and the FLCs. Where appropriate, this responsibility may be delegated to logistics staffs within the Joint Force Logistic Component (J F Log C) or the National Component Headquarters.
The Contract Sponsor will appoint an In-Theatre Sponsor for all CONDO deployments. The In-Theatre Sponsor will provide the deployed interface between the MOD and contractors.
