Applicability.
This regulation applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve. This regulation also applies to all military and civilian personnel, including personnel on active duty or annual training and individuals seeking to conduct commercial solicitation on military installations. For the purposes of this regulation, this includes U.S. Army Reserve Centers and Armed Forces Reserve Centers managed by the Army; to include meetings on Army installations of private, nonprofit, tax-exempt organizations that involve commercial solicitation.
Purpose
This regulation-
Prescribes general policy on the solicitation and sale of all goods, services and commodities, including all types of insurance on military installations that are sold or solicited by dealers, tradesmen, and their agents.
Prescribes procedures for granting installation access on Army installations in the United States.
Prescribes procedures for the annual registration requirements for the sale of insurance and securities on Army installations overseas.
Identifies prohibited practices that may cause withdrawal of commercial solicitation privileges on Army installations and establishes notification requirements when privileges are withdrawn.
Establishes procedures for persons solicited on Army installations to evaluate solicitors.
Prescribes procedures for providing financial education programs to military personnel.
Provides for counseling assistance on consumer credit transactions.
Prescribes procedures for investigative and enforcement actions.
