scope:
With view to the nature and the application of interpretations the following is stated: 1) In the case an interpretation will not cause technical changes in constructions and all NC delegates agree, the interpretation is to be applied immediately. 2) In the case an interpretation may cause technical changes in constructions and all NC delegates annot agree to an immediate application of the interpretation a time period will be fixed for the consideration of the subject in the NC'. 3 ) In the case an interpretation will cause long-range technical construction, a voting procedure (3MV or UAP) can be initiated by the Secretary or on proposal of a NC.
