NEN 7899 specifies safety requirements for reciprocal engines that are part of industrial or combined heat and power (CHP) systems in commercial buildings. (In this standard referred to as IRE or industrial reciprocal engines). Safety requirements for turbine systems are not covered in this document as those systems shall comply with NEN-EN 21789. This document deals with significant hazards, hazardous situations and events relevant to combustion and fuel handling systems that are part of IRE as listed in Clause 4, when used as intended and under the conditions foreseen by the manufacturer. The determination of the required SIL/PL shall be based on the manufacturers risk analysis according to the European Machinery Directive 2006/42/EC. The scope of this standard is limited to gaseous and liquid fuels. This standard covers: fuel pipework downstream of and including the manual isolating valve; air/fuel mixing and ratio control system and ignition device; safety related control system (protective system). This standard applies to any oxidation with air or other gases containing free oxygen of gaseous and liquid fuels or any combustion of them to release thermal energy for reciprocal engines. For thermal or catalytic post combustion and waste incineration, this standard applies only to auxiliary systems designed to start-up and/or support the process. The pressure hazard of the piping and components covered by this standard is within the limits of maximum pressure/size relationship as described in normative Annex E. This standard also gives the necessary requirements for the information for use. This standard does not cover hazards from heating generated by electricity. This standard is not applicable to electricity cabling and power cabling upstream of the IRE control panel/protective system. Noise can be a significant hazard for combustion and fuel handling systems. It is not dealt with in this standard. This standard is not applicable to combustion and fuel handling systems as part of IRE manufactured before the date of its publication as EN.
