This Standard applies to all new passenger rolling stock in its entirety.
This Standard applies to existing passenger rolling stock in respect of the Engineering Management (Part 3A) and the Maintenance Sections (Parts 3U to 3AA). Alternative processes, which provide an equivalent level of control and records, may be used subject to agreement with the HoRS.
The technical requirements defined in this Standard (Parts 3B to 3T, plus 3BB) are not intended for retrospective implementation on existing passenger rolling stock (other than as part of appropriate modifications).
When existing passenger rolling stock is modified, the scope and degree of compliance with the technical requirements defined in this Standard shall be assessed for reasonableness and agreed as part of the development and approval of the Particular Specification for that modification.
The Standard provides requirements and process which shall be applied as follows;
a) The engineering and safety management section mandates requirements and processes (or approved equivalents - see Section 2.2 above) concerning the engineering controls to be applied when undertaking any work within RS Asset area.
b) The maintenance management section defines the minimum requirements to be satisfied in respect of the train maintenance for any passenger rolling stock fleet.
c) This standard provides the minimum technical requirements which need to be satisfied for any passenger rolling stock design or major modification. In addition, it provides a series of check lists, prompts and reminders of key elements which need to be addressed as requirements within a Particular Specification.
d) This standard provides the technical requirements which need to be satisfied, where practicable, for any passenger rolling stock minor modification. In addition, it provides a series of check lists, prompts and reminders of key elements which need to be addressed during the development of the modification.
This Standard shall not be used as a formal contract document but shall principally be used as a reference document by technical and project staff within LU during any of the following activities;
a) New design of a passenger rolling stock product,
b) New build of an existing passenger rolling stock product,
c) Modification of a new design of passenger rolling stock product post its initial approval,
d) Modification of an existing design of a passenger rolling stock product; for such modifications, the scope and degree of compliance with the Technical Requirements defined in S2180 shall be assessed for reasonableness,
e) Development or modification of the train maintenance regime for any passenger rolling stock.
Purpose
This standard shall not be issued to suppliers as a formal Contract document. The principal purpose of this standard is to act as an internal LU reference document for;
a) Defining the detailed engineering and safety management requirements for effective control of passenger rolling stocks throughout their whole life.
b) Defining the maintenance management requirements for all passenger rolling stocks throughout their whole life.
c) Use during the preparation of Particular Specifications for passenger rolling stock design or major modification, including the relevant maintenance requirements.
d) Use during the preparation and development of minor modifications either by internal LU rolling stock engineers or by Third Parties.
