Purpose.

To provide a comprehensive Department of the Navy (DON) policy for the use of binding arbitration for contract issues in controversy under references (a) and (b).

Applicability.

This instruction applies to all contracting activities of the DON. This instruction does not apply to grievance arbitrations under the Federal Service Labor Management Relations Act, 5 U.S.C. 7121.
