This standard applies to appropriately scoped TfL Projects which shall apply the entire content of this standard.
Projects undertaking project work falling within the scope of e) above, shall incorporate the requirements, and where appropriate, supplement them, within the particular specification produced by a specific project. Development of the particular specification is covered in Part N3 of this standard.
Maintainers and custodians of locos and wagons shall apply Parts A3, L3 and M3 of this standard as part of their existing maintenance regime.

Purpose
This standard shall not be issued to suppliers as a formal Contract document.
The principal purpose of this standard is to act as an internal LU reference document for;
a) Defining the requirements, documentation and processes for the operation of Locomotives and wagons on the LU network, to demonstrate that the trains and their systems are safe and that all residual risks are As Low as Reasonably Practicable (ALARP),
b) Defining the detailed engineering, maintenance management and safety management requirements for effective control of Locomotives and Wagons throughout their whole life,
c) Development or modification of the vehicle maintenance regime for any locomotive or wagon,
d) Assisting with managing interfaces within locomotives and wagons in the LU owned fleet,
e) Use during the preparation of particular specifications for locomotives and wagon design or major modification, including the relevant maintenance requirements,
f) Use during the preparation and development of minor modifications either by internal LU rolling stock engineers or by third parties.
When undertaking project work falling within the scope of e) above, it is expected that the requirements shall be incorporated and, where appropriate, supplemented within the particular specification produced by a specific project.
