PURPOSE.
This Order informs agency personnel of minimum requiremenrs for approval of special authorization Category (CAT) I1 operations to qualifying runways which do not meet the performance or equipment requirements normally associated with a United States Standard or International Civil Aviation Organization (ICAO) compliant CAT I1 operation, e.g., touchdown zone lighting (TDZ), centerline lighting (CL), or CAT 11 approach lighting system with sequenced flashing lights (ALSF-2). It also provides the criteria to implement the harmonized Federal Aviation Administration and the European Joint Aviation Authorities (FANJAA) lowest standard CAT I runway visual range IRVR) I800 visibility.
