Purpose.

To establish policy regarding professional licensing of the Naval Facilities Engineering Command (NAVFAC) engineers and architects under the General Schedule system, the National Security Performance System (NSPS), and military officers. This instruction applies to all civilian engineers and architects (i.e., 08XX series) and appropriate military officers under the cognizance of the Commander, Naval Facilities Engineering Command.
