PURPOSE.
This Instruction establishes policy and prescribes procedures for the administration of the contracted portion of the Coast Guard Employee Assistance Program (EAP). It also clarifies the confidentiality of EAP records, statements made to professional clinicians, and policy concerning military and civilian security clearances.
