PURPOSE. The Coast Guard Acquisition Procedures (CGAP) is intended for use by all Coast Guard personnel involved in the acquisition process. CGAP implements the Federal Acquisition Regulation (FAR), Department of Homeland Security (DHS) Acquisition Regulation (HSAR), and Homeland Security Acquisition Manual (HSAM), and establishes Coast Guard acquisition policy. This current reissue of CGAP streamlines a number of earlier requirements, and eliminates guidance, which either duplicates or has been superseded by the HSAR and HSAM.
