scope:
PURPOSE. This Instruction establishes a United States Coast Guard (USCG) policy regarding End Use Certificates (EUCs) and Declarations by End User (DEUs) associated with acquisition of articles from foreign sources and mirrors Department of Defense (DoD) processes prescribed in reference (a). This Instruction establishes policies, assigns responsibilities, and prescribes procedures for signature of EUCs/DEUs.
