PURPOSE. This Instruction establishes the Marine Science Technician (MST) rating with identified Reserve Personnel Allowance List (RPAL) billets in the Reserve Component (RC). It provides specific policies and procedures for the initial "en masse" lateral process to populate the MST rating. This Instruction also renames the Port Securityman (PS) rating to Port Security Specialist (PS).
