PURPOSE. This Instruction provides specific guidance on the preparation and approval of invitational travel orders (ITOs) within the Coast Guard. ITOs allow the Federal Government to reimburse the travel expenses of a non-governmental individual when the individual is providing a direct benefit or service to the Coast Guard (55 Comp. Gen. 750 (1976); B-260896, October 17, 1996).
