PURPOSE. This Instruction announces the Coast Guard's participation in the C.W. Bill Young Marrow Donor Recruitment and Research Program, encourages commands to consider conducting donor drives, and provides general guidance to commands in the event attached personnel are contacted as potential bone marrow donors.
