scope:
PURPOSE.
This Instruction has the following purposes:
Transmit Department of Transportation Order 3710.4 which governs policies and procedures of the Labor-Management Relations Program in accordance with Title VII, Federal Service Labor-management Relations of the Civil Service Reform Act (CSRA) of 1978 (5 USC 71).
Transmit Department of Transportation, Departmental Personnel Manual Letter 711-1 which describes policies and procedures for recording and maintaining records of official time granted to employees for representational functions in accordance with the Office of Personnel Management's guidance on the use of official time.
Provide requirements for the selection of management's bargaining team members for negotiating agreements with labor organizations.
