TOC policies and procedures described in this Manual are applicable to all platforms, systems, and equipments operated and maintained by the Coast Guard.
PURPOSE. This Manual sets in place, for the first time, a methodology for Total Ownership Cost (TOC) data collection and calculation for the Coast Guard. This is required in order to enable the Coast Guard to more effectively and efficiently manage its capital assets and meet budget and congressional requirements. References (a) and (b) apply.
