scope:
PURPOSE. This Instruction provides guidance, in accordance with references (a), (b), and (c), on the conditions under which permanent change of station (PCS) travel for civilian employees may be authorized. This Instruction also implements certain discretionary allowances for PCS released by the General Services Administration as amendments to the Federal Travel Regulation (FTR).
