scope:
PURPOSE. This instruction revises existing guidelines for oversight of commercial vessel plan review and inspection activities conducted by the American Bureau of Shipping (ABS) on behalf of the Coast Guard under reference (a). The revision incorporates changes resulting from the consolidation of field (mmt) offices into the Marine Safety Center (MSC) and relocation of ABS from New York, NY to Paramus, NJ.
