Because the contents of this instruction provide detailed and thorough program operating procedures which may not be necessary for all levels of management to know, this paragraph furnishes an overview for those individuals who need only the basic concepts and requirements to fulfill these responsibilities.

a. All newly appointed supervisors and managers in the competitive service in activities serviced by the CCPO-NW are required to serve a one-year probationary period unless the individual had previously fulfilled the requirement in a former position. Service in a managerial position consummates the obligation for both supervisory and management appointments, out service in a supervisory position may or may not fulfill the requirement for a managerial position. Any time spent in a probationary period which was not completed may be credited toward the requirement of the new position.

b. If a determination is made at any time during the probationary period that the individual is unsuited for continued employment as a supervisor or manager, he/she may be assigned to a position of no lower grade and pay than the one the employee left to accept the probationary appointment. Return is not considered an adverse action and is hot appealable or grievable.

c. Activities are obligated to ensure that new supervisors and managers are given an adequate opportunity to prove themselves during the probationary period, and that proper training and counseling are provided as necessary.
