This instruction applies to all Navy-controlled lands, shore facilities and installations, including Navy operations support centers, in the U.S. and abroad and to all Joint Base supported components and tenants including, but not limited to: Navy systems commands; Bureau of Medicine and Surgery (BUMED); commissaries and base exchanges; Marine Corps; Air Force; Army; Department of Defense Educational Agency; and Federal and non-federal organizations, hereinafter referred to collectively as "Navy Installations".

Purpose. To establish policy and assign responsibilities for implementing the U.S. Navy Installation Appearance Guide (lAG), reference (a), on Navy-controlled lands, installations and facilities through development of Installation Appearance Plans (lAP) and enforcing installations' adherence to their lAP.
