This instruction implements AFPD 21-1, Air Force Maintenance Management, DoDD 4205.2, DoD Advisory and Assistance Services (A&AS), 10 February 1992, along with AFI 63-401, Contracted Advisory and Assistance Services. It gives guidance for the management and control of Engineering and Technical Services (ETS) provided by Air Force civilian specialists and DoD contractors. Send comments and suggested improvements on AF Forms 847, Recommendation for Change of Publications, through channels to HQ USAF/ILMM. Maintain and dispose of records created as a result of the processes prescribed in this instruction IAW AFMAN 37-139, Records Disposition Schedule. This publication requires collecting and maintaining information protected by the Privacy Act authorized by 10 USC 8013. Privacy Act system of records notice F033 AF CIC C "Privacy Act Request File". Major Commands (MAJCOMs) are to forward proposed MAJCOM-level changes to HQ USAF/ILMM. MAJCOMS and units participating in the ACC centrally managed Combat Air Forces (CAF) Engineering and Technical Services (ETS) Program will submit proposed supplements or recommended changes to the ACC CAF Program Director for coordination and approval prior to publication. Field units below MAJCOM level will not supplement this publication. This revision deletes outdated material and simplifies instructions. In addition, some previous incorporation of Multi-command guidance (CAF only) has been changed to include MAJCOMs.
