Also included is instructions on how DTVCC information is to be processed, a list of implementation recommendations for DTVCC receiver manufacturers, a set of recommended practices for DTV encoder and decoder manufacturers and five bit streams that provide an initial indication of a DTV receiving device's basic ability to decode captions from the Advanced Television Systems Committee (ATSC) digital television transport stream. The CEA DTVCC set serves as a technical and usage guide for those providing encoding equipment and/or decoding equipment to produce material with encoded data embedded in Line 21 of the vertical blanking interval of the NTSC video signal.
