This document is designed to assist individuals, agencies, organizations, or systems as well as those interested or involved in emergency medical services (EMS) system design.

Purpose. The purpose of this document is to provide guidelines and recommendations to assist those interested or involved in EMS system design. Provision of local prehospital care requires the coordination and cooperation of disparate elements. This document provides a template for local stakeholders to evaluate EMS systems and make improvements based on that evaluation. While other resources on this topic exist, this document provides a framework for designing and/or evaluating a comprehensive EMS system.
