This document builds on the EAS distribution architecture defined in Figure 1 of ATIS-0800010, Emergency Alert Service Provisioning Specifications [3], to specify EAS-related metadata traversing the various interfaces.
This document is a collection of the various scenarios related to EAS and the resulting metadata needed to support each of those scenarios.
The following specific aspects of metadata elements are considered in this document:
? Definitions of the required metadata elements.
? Interfaces across which the metadata elements need to be exchanged.
? Recommended formats for the metadata elements.
? Recommended protocols for metadata exchange (as appropriate).
? Other standards.
Annex A describes a number of informative use cases illustrating some operational aspects of the Emergency Alert System described in the ATIS IIF standards.
It should also be noted that Industry Canada, the federal agency coordinating EAS implementation in Canada, is also working on producing a Canadian Common Alerting Protocol (CAP) profile fully compliant with OASIS CAP v1.1. The next release of this document is expected to incorporate Canadian specific requirements on geocodes and languages support.
Purpose
Emergency Alerts are federally mandated for radio and television broadcasting in the US, and also defined for digital cable.1 This specification, in conjunction with ATIS-0800010, Emergency Alert Service Provisioning Specifications [3], defines the metadata elements for an Emergency Alert System (EAS) announcement and signaling mechanism for IPTV.
