ISO/IEC 24751 is intended to meet the needs of learners with disabilities and anyone in a disabling context.
This part of ISO/IEC 24751 provides a common framework to describe and specify learner needs and preferences on the one hand and the corresponding description of the digital learning resources on the other hand so that individual learner preferences and needs can be matched with the appropriate user interface tools and digital learning resources.
NOTE 1 ISO/IEC 24751-2 and ISO/IEC 24751-3 focus on the delivery of digital resources in an accessible, computer-mediated learning environment.
NOTE 2 Many jurisdictional domains have instituted policies or legislation that require equal access to education or information for individuals with disabilities (as defined by the World Health Organization). ISO/IEC 24751 can be used to assist in meeting these requirements (see Annex C for a list of example policies and legislation).
NOTE 3 It is anticipated that there will be additional parts to extend ISO/IEC 24751 to describe non-digital learning resources and resource adaptability in noncomputer- mediated learning environments, resource delivery with respect to the technical requirements of a user's device, as well as individual needs and preferences related to culture and language
