The purpose of this Standard is to facilitate a TSP's compliance with the assistance capability requirements defined in Section 103 of CALEA [Ref 1]. This Standard defines capabilities to support LAES and the interfaces to deliver intercepted communications and reasonably available callidentifying information to an LEA when authorized. This Standard also defines a protocol for delivering content and call identifying information to LEAs. Compliance with this Standard addresses the "safe harbor" provisions of Section 107 of CALEA [Ref 1] and helps ensure efficient and industrywide implementation of capabilities to assist LEAs.
The scope of this Standard is the set of capabilities to support LAES for VoP services in a Wireline Telecommunications Network and the interface(s) between a TSP and an LEA for delivery of intercepted VoP content and call identifying information. All other interfaces are outside the scope of this document.
J-STD-025-A [Ref 2] has been used as a basis for development of this Standard.
This Standard is applicable to switched voice services utilizing wired connections with packet-mode technologies -- e.g., voice services over Internet Protocol (IP). This standard may also be applicable to switched voice services utilizing Voice over Packet accessed via non-wired connections by agreement between the LEA and TSP. This version of the standard extends the capabilities in version 1, basic Session Initiation Protocol (SIP) and basic H.323 call control, with support for call control of supplementary services such as hold/retrieve, multi-party calls, and call transfer, and also provides corrections.
Upon publication, this Standard supercedes and replaces T1.678, version 1 (i.e., T1.678-2004).
