INTRODUCTION

In order for a Provider to provision lines, trunking and transport services, it is necessary that the Provider and the Customer communicate. One document which provides part of this communication is the Design Layout Report (DLR).

The DLR is initiated by the Provider. It includes pertinent information that will permit the Customer to review the design and ensure the Provider's ability to provide the service being ordered.

The DLR is divided into four forms: the DLR Administrative Form, the DLR Additional Detail Form, the DLR End User Information Form and the DLR Additional Notes Form. Further description of the information contained on these forms and their uses in the design of various types of services follow in section 3 of this document.

All references in this document regarding Feature Group A (FGA) and/or Feature Groups B, C and D (FGB, FGC, FGD) include the equivalent line-side Basic Serving Arrangement (BSA) and equivalent trunk-side BSA respectively.

In an effort to ensure that all possible providers, users and customers of services are addressed in all issues and documentation, the terms Provider and Customer will be used, representing the two roles involved with each transaction. Throughout this document, the terms IC (Interexchange Carrier) and EC (Exchange Carrier) may be used to describe the categories Customer and Provider. This is to maintain consistency with prior uses of this practice, though their use does not imply exclusivity within the Customer and Provider categories.
