Purpose
This regulation establishes Department of Army (DA) policies, assigns responsibilities, and prescribes procedures for the Army Biological Surety Program. It is Army policy that biological select agents and toxins (BSAT) in the possession or custody of the Army shall be properly safeguarded against theft, loss, diversion, or unauthorized access or use, and that operations with such agents are conducted in a safe, secure, and reliable manner.
Biological select agents and toxins subject to the provisions of the Army Biological Surety Program are listed in appendix B. The requirements for managing recovered biological warfare material (RBWM) are outside of the Army's Biological Surety Program, and are the responsibility of the Assistant Secretary of the Army (Installations and Environment) (ASA(I&E)).
Applicability.
This regulation applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. This regulation applies when units of these organizations support the biological surety program as well as Army contractors and consultants that are provided biological select agents and toxins by the Department of Defense.
