It does that with respect to an end-user's viewpoint of using voiceband services provided by a network via a distribution technology (i.e., the means by which the services are provided). The end-user's viewpoint is aligned with the Service layer identified in Section 7.1 of TR No. 24. This report deals only with the Service layer.

Purpose As a result of concerns from the telecommunications community, this report has been developed to further address the survivability of telecommunications networks, including the services provided. This Technical Report supplements TR No. 24 on Network Survivability Performance [1]. In particular, it increases the practicality of the methods in TR No. 24 and provides outage index methodologies for the wireline (without FCC-reportable threshold criteria), wireless, cable TV, and satellite industry segments.
